If I think that I am permanently totally disabled can a Judge adjudicate me as such without the employer and Workers’ Compensation carrier being given the opportunity to assess me for the purpose of reemployment?

A Judge of Compensation Claims cannot adjudicate your case until you’ve been evaluated for reemployment by the employer/carrier.
